Glowstone Dust is obtained by mining glowstone blocks, which are only found in the Nether or acquired through Trading). Glowstone blocks drop 2-4 pieces of dust. Using a tool with a fortune enchantment will increase the amount of dust dropped, but it will never exceed 4. Glowstone dust can also be dropped by Witches.

In the Xbox 360 Edition, Blazes drop 0-2 Glowstone Dust.

In Pocket Edition, glowstone dust can be obtained by creating and activating the nether reactor, which drops enough dust for around usually 15 glowstone blocks. Glowstone blocks can be crafted with the PE crafting table and does not require the stonecutter.
